In anticipation of his posting abroad, Golitsyn attended numerous briefings, one of which was on the sensitive subject of defections:

In Vladimir Klimkin’s department I met Chistyakov whom I had known in the SK Department where he had worked on the Soviet colony in Australia, and developed a keen hatred of defectors because of the Petrovs. Klimkin had particular confidence in him and put him in charge of correspondence with Washington on penetration of the CIA. For these reasons I raised the subject of Piotr Deriabin with him and said I was surprised that our service had not succeeded in eliminating him, whereupon Chistyakov had replied, ‘I don’t understand this myself. We have the opening to do it. We have access to him and we have received two volumes of his CIA debriefings but for some reason we have not taken action against him.’

From Grachev I learned a lot about how the KGB assessed the damage inflicted by defectors and their damage limitation precautions. Grachev told me that a special research group had been set up in 1954 to re-examine all the FCD archives. The group, headed by Grachev, consisted of 500 officers from different departments and its first aim was to assess what the defectors Deriabin, Rastvorov, Khokhlov and the Petrovs knew and had compromised Its second objective was dictated by the political changes which were occurring in Eastern Europe and China. The group was instructed to scour the records for information on all citizens in these countries who had been involved in the past in anti- communist activities or in work for the British, French or other western intelligence services.35
